Six casinos, in the order we'd look at them, with who runs each one and which licence it shows. Written in English. Before you deposit, check the operator on the GGL whitelist. None of these six show a German licence on their own sites.
Important for Germany: under the 2021 State Treaty on Gambling (GlüStV 2021), only operators on the GGL whitelist may offer virtual slots and online poker to players in Germany. The six casinos below are licensed in Curaçao or Malta. Look them up on the
GGL site yourself and decide with that in mind.
The list
Ranked by our editorial judgement of usability and fit for each kind of player. There are no scores, and payment from an operator doesn't change the order.

We started with the six operators on our Germany hub and checked who actually runs each site and under which licence. Five are run by the same company, Stable Tech N.V. in Curaçao. We confirmed their domains on the Curaçao Gaming Authority's verification portal on 12 October 2026. The sixth, SlotHunter, names N1 Interactive Ltd in Malta and a Malta Gaming Authority licence in its terms.
The order reflects how each site works in practice: how easy the lobby is to use, how clearly the cashier and terms are laid out, and which kind of player it suits. We didn't give scores. With five of the six sharing an owner, the differences between them are mostly design and focus, not safety or payout policy.
What "legal" means for players in Germany
Germany regulates online gambling under GlüStV 2021, overseen by the Gemeinsame Glücksspielbehörde der Länder (GGL). A licensed provider must follow rules that most international casinos don't:
- €1 maximum stake per spin on virtual slot games.
- 5 seconds minimum average duration for a virtual slot spin, with no autoplay.
- €1,000 a month as the standard deposit ceiling across all licensed providers, tracked through the central LUGAS system.
- OASIS, the national blocking system, so self-exclusion covers every licensed site.
A casino licensed only in Curaçao or Malta isn't part of that system. It may have no €1 stake cap, autoplay, larger bonuses and higher limits, but also none of the German protections and no German regulator to complain to. The GGL publishes its whitelist so players can check. That list is current; this page is a summary, so if the two disagree, trust the GGL.
What to check before you sign up
- The whitelist. Search for the operator and the domain on the GGL site.
- Restricted countries. Read the casino's terms for its list of restricted territories. Playing from a restricted country can mean winnings get withheld.
- Bonus terms. International casinos often set high wagering. N1Bet's general terms, for example, say 50x. Work out the total you'd have to bet before you accept anything.
- Withdrawal caps. Some sites limit how much you can withdraw per month. Check the figure before you play for big wins.
- Verification. Expect to send ID and proof of address before your first payout. Do it straight after registering.
- Your own limits. Without LUGAS, the only deposit limit is the one you set. Set it in your account before your first deposit.
Choosing between the six
If you're new, SpiritCasino is the gentlest start because the layout doesn't overwhelm. If you mostly play on a phone, Joocasino's navigation suits short sessions. If you love browsing slots, SlotLords and SlotHunter have the biggest and best-organised lobbies; SlotHunter is the only one of the six with an EU (Malta) licence named in its terms. If you want one balance for sports and casino, N1BET covers both. If you want something plain that works, RollXO is the safe middle choice.
Because five of the six share an operator, opening accounts at several of them won't give you much variety in terms or protection. It also makes your spending harder to track. Pick one and stick to it.
Questions we get
Are these casinos licensed in Germany?
Not as far as their own sites show. Five name a Curaçao licence and one names a Maltese licence. Check the GGL whitelist for the current position.
Why is the list in English?
WillHills is an English-language site. Many players in Germany search in English. If you want German-language pages, check the site's language menu; N1Bet, for one, offers Deutsch.
Do German stake limits apply here?
The €1 slot stake and €1,000 monthly deposit limit apply to GGL-licensed providers. Sites outside that system set their own rules, which is why your own limits matter more.
Where can I get help?
The BZgA runs "Check dein Spiel" with free, anonymous advice for people in Germany. Our responsible gambling guide lists more options.
18+ only. Gambling involves financial risk. Set limits and never gamble with money you can't afford to lose.
If something goes wrong
With a site licensed outside Germany, a dispute goes to the operator first and then, if needed, to the regulator named in its footer: the Curaçao Gaming Authority or the Malta Gaming Authority for the sites above. German bodies like the GGL can't resolve a complaint about a site they haven't licensed. Keep screenshots of the offer, your chats with support and every withdrawal request, with dates. If a withdrawal is stuck, ask support in writing what's missing, send it once, and then use the operator's formal complaints route before you go to the regulator.
